The DragonOSD+ has a built-in boot-loader that allows firmware upgrades to be performed over a normal TTL-serial connection.
The recommended way to upgrade and configure the DOSD+ firmware, is to use Craig's Commander tool which you can download here:

You will also need Microsoft .NET Framework 3.5 Redistributable installed to run this program. Windows 7 already includes this framework.
Load the application, select your COM port, and connect. From there you can view and modify all parameters. There is a live screen which shows current values.
For who is interested, there is also a more complicated way of achieving the same thing: firmware manual upgrade and settings. It is however not recommended in most cases.
See the next paragraph “OSD Firmwares” for the list of current firmwares for the OSD.

Bear in mind that only one application can make use of a COM port at any one time. So if you have a terminal program open to the COM port in question, the firmware uploader will be unable to use that same port and thus uploading will fail. As such, it is best to close all other terminal programs before firing up the uploader utility.
For information about suitable serial-TTL converters, see serial port

The DOSD Config Mission Editor is a tool to configure your OSD way points, aka where your plane will go automatically, like an UAV, on auto-pilot mode. You may also place way points as visual OSD reference to find your way while flying, or know your location according to the mission you have loaded in the OSD.
As for the configuration tool, you will also need Microsoft .NET Framework 3.5 Redistributable installed to run this program. Windows 7 already includes this framework.
